Meet the ICA ROC Staff

The ICA ROC hires highly qualified individuals who embrace the ICA/ROC mission. We are grateful for their commitment and strive to provide a work environment that provides opportunities for growth, fun, and balance in their personal and professional lives.

Pam Biklen
Program Director

Pam Biklen, M.S., began her career with Iowa CareGivers Association (ICA) as an intern and joined the staff in 1998. She has developed her skills and management experience throughout her years of service to become ICA/ROC’s Director of Resources and Outreach. With a Master of Science Degree in Gerontology and work experience as a Certified Nurse Assistant, she is able to effectively relate quality jobs to quality care. She manages all aspects of the ICA/ROC’s annual conference, Iowa Caregiver’s Month activities (public awareness campaign) and the broad spectrum of the ICA ROC's programs. She is also the editor and designer of the quarterly “Hub” newsletter.  Pam plays an integral role in the success of the ICA/ROC and its efforts to empower, promote, and professionalize the direct care workforce.

Terry Fankhauser
Finance Consultant
Terry Fankhauser joined the ICA/ROC team in 2004 as Finance Director. As finance director he provides accounting services and financial reports to the ICA Board of Directors, grantors, and donors.

Terry is co-owner of Hillflower Inc., a management company which offers management and financial services to not-for-profit organizations.  Prior to the founding of Hillflower Inc., he was the Director of Finance for the Greater Des Moines Convention and Visitors Bureau.    

He is a graduate of Emporia State University, Emporia, Kansas.

Di Findley

Di Findley is the founder of the Iowa CareGivers Association and has served as its director since 1992. Di has served on numerous state and national committees, boards, and councils that focus on policy and practice issues related to direct care workers. Governor Thomas J. Vilsack and Lt. Governor Sally Pederson appointed her to their Nurse Shortage Task Force in 2002, an Iowa delegate to the 2005 White House Conference on Aging to represent the voice of direct care workers in Iowa, and the Direct Care Worker Education Task Force in 2005.  In 2007 she was appointed by Governor Chet Culver to the Nurse Shortage Task Force. She is a former nurse aide, a graduate of Drake University, and an Iowa Women’s Hall of Fame inductee.   

John Hale

John Hale joined the ICA/ROC in August of 2005 as its Public Policy Consultant. As Public Policy Consultant, John works with direct care workers, the ICA board, staff and supporters to identify public policies that need to be created, or changed, in order to improve the jobs and lives of direct care workers.

Prior to joining the ICA, John was an Area Manager for the Social Security Administration in Fort Dodge. John served the community of Fort Dodge for 11 years as a City Council member, and also served as the first Executive Director of the Community Foundation of Fort Dodge and North Central Iowa.

He is the founder and owner of The Hale Group, an advocacy, consulting and government relations firm located in Ankeny, Iowa.

Lin Salasberry
Direct Care Worker Outreach Coordinator

Lin Salasberry, Certified Nursing Assistant, began her involvement with the ICA in 1994 after attending her first ICA conference. Soon after, she began volunteering in the office, and was eventually elected as the ICA Board Chair.

Lin currently works part-time for ICA/ROC. She serves on several committees, helps plan and coordinate conferences, represents ICA by staffing exhibits at other conferences, and currently serves on a Governor-appointed direct care worker task force. Lin has been a Certified Nursing Assistant (CNA) for over 40 years and has worked in nursing home, hospital, and assisted living settings. 

Georgeanna Spagnola
Data Management Associate

Georgeanna joined the Iowa CareGivers Association ROC in August 2008. Her main duty is maintaining the database. She compiles board interest inventories, tracks and maintains statistics for a variety of activities including Board, Council, Leadership, and Mentor programs. She performs many other duties including entering class/conference/registrations and maintains class reports and evaluations. Georgeanna attended Des Moines Area Community College and numerous classes in office management
